A small UI improvement could be made by linking to the configuration settings of the jQuery Update module. The message at admin/appearance/settings/bootstrap (if jQuery hasn't been installed or configured) reads:

jQuery Update is not enabled, Bootstrap requires a minimum jQuery version of 1.7 or higher.
Please enable jQuery Update module 7.x-2.3 or higher, you must manually set this in the configuration after it is installed.

It would be nice if the message linked to the configuration settings for jQuery Update:

I will be submitting the patch shortly, but wanted to get this in the issue queue so I would have an issue number for naming the patch.
