Remove repositories and extra from composer.json

Problem/Motivation

Since drupal/core is already on packagist and tstoeckler has committed to maintaining it until an official subtree split can be created #2352091: Create (and maintain) a subtree split of Drupal core, then the composer.json no longer needs a repositories and extra section.

Proposed resolution

Remove the extra and repositories section.
