We need to write an upgrade path for the old user.data.googleanalytics settings moved to user.data.google_analytics (underscore added).

This works, but I'd like to reuse core SkipRowIfNotSet plugin and we only need to find out why the index argument is not working. See #2615602: SkipRowIfNotSet plugin is not reusable.
