@LewisNyman pointed out in #1963340-114: Change field UI so that adding a field is a separate task that we're missing primary buttons in some Field UI forms.

Add them.

This issue is a prioritized change (usability) as per #2350615: [policy, no patch] What changes can be accepted during the Drupal 8 beta phase? and it's benefits outweigh any disruption. Committed 537e465 and pushed to 8.0.x. Thanks!
