It is now MIT. I don't see anything under Apache in this. This can be moved to RTBC.
However, the DKAN distro that uses this has no releases. Is this library still needed?

kreynen commentedI confirmed the license is Modified BSD, the repository is the primary author (not a fork), and the compressed download is ~ 100K, but this repository contains at least one piece of additional code licensed as Apache2...

Unfortunately this cannot be whitelisted unless #1449452: Give installation profiles/distributions GPLv3+ license as option for packaged downloads move forward. I've added DKAN to the list of distributions that are forced to use GitHub without a GPLv3 option on Drupal.org.
