If you export a View with VBO on a site that has 30 actions, the Views export will have 30 actions, no matter how many you selected/enabled. If you enabled 1, 29 useless actions will be included. If you then recreate the feature/export the view on another site, it will export 34 actions, because that's all the actions on that site. And then another site will export 14 actions, because it has 14 actions. Etc.

The unselected actions shouldn't be in the export. They're irrelevant. I don't think they do any harm, but they do mess up the export.

Views has a way to fine tune what's exported and what's not.

Hopefully a patch later today.
