Setting CKEditor's "editor width" for the HTML editor widget on /fr/admin/config/content/ckeditor/edit/Full/ (Editor appearance > Editor Width) does not seem to work: setting it to "620" or "75%" does not seem to have any effect.

(Firefox, using OpenFed's CMS Theme, after clearing both the Drupal caches and FF's browser cache)

patch submitted in #2355733: For users who can "customize ckeditor", settings can be overwitten with unwanted values, until this is committed we can disable the "customize ckeditor" permission -- as long as we are logged in as somebody without this permission, the width from the ckeditor profile will be used instead of the default value in the user edit screen.
