On the mass editing page (admin/user/user) it is still possible to delete user 1. It is (correctly) not possible to block the account or to go to the edit page.

i am unable to reproduce this report. most likely you have a bypass for deletion set somewhere, and this is causing your issue.

if this is in fact a bug, please include exact steps to reproduce, and a listing of all your userprotect settings when you reopen
