The features exported the order types in wrong format.
For example:

The same array keys caused the problem in features.

In case the patch didn't say it, the commerce_order_type components were all getting exported as if the order bundle was commerce_order_type. It's a bug resulting from the nested foreach using the variable name $type twice.
