I currently have twilio installed with the following setting

The only country code I have available to be selected is US/Canada
I also have configured settings to collect OPTIONAL mobile # during registration.

Unfortunately when users try to register without entering a phone # it gives them an error message that mobile # is required and will not allow users to register without putting phone number in

This should now be fixed in the latest dev release and is slated to be included in the 1.10 release coming very soon.
