Problem/Motivation

#2148199: Use snapshot to warn users if the configuration has changed since last import is going to add a warning when active configuration changes would be overwritten by a configuration synchronization. Because of that change, "There are no configuration changes." is misleading, or, doesn't make sense at all to a site administrator when on admin/config/development/configuration.

Proposed resolution

Change the message to "There are no configuration changes to import."

Remaining tasks

  • Decide which message to use.

User interface changes

The message will change on a pending synchronization.

API changes

None.
