We need to be able to migrate 7.x-1.x sites, and in a way that does not leave them less secure. I feel like #2145649: Simpletests for UI of password set and expiry is also a blocker as there are currently too few automated tests for 7.x-2.x. I do not know of any others offhand--maybe that's it. Anyone know of any other blockers? I think it is a good idea to come up with a roadmap.
