When conditionals are created, each one is a decisive show or hide rule. If the condition is false, the opposite action is perform. There is no "no-op" in the event of a false condition.

Therefore, one would never want more than one conditional for the same target component. There is no warning when this happens, and it would be nice if there were one.

For posterity, here is a patch that prevents this with a validation error. After discussion with quicksketch, I think a warning is more appropriate. I am unsure where there might be valid used cases for multiple conditionals with the same target, particularly on multi-page forms. And also one might need to save the conditionals in a temporarily-invalid state while editing. This #1 patch won't be committed.
