The static cache introduced in #2117223: Static cache bean_block_info() is unclearable.

This can cause issues when importing beans, as the second bean created won't be picked up by a call to _block_rehash().

Here's a patch that changes the static to use drupal_static and then add it to the list of caches to be reset.
