i have one blank string in l10n_community_string table. It is marked as line 0 in l10n_community_line. What's happen here and how can i fix this?

I had the same problem at some point, see: http://drupal.org/node/249597

But I am not sure where what caused it, either from 'scan' or 'import', and unfortunately couldn't reproduce the problem. But it did break my exported translation and I had to manually remove it from my general.po file. I will see if I still have a copy of the problem general.po file.
