Replace check_plain() to String::checkPlain() in file module.

We need to be sure that each file that needs to use String::checkPlain() has the statement use Drupal\Component\Utility\String; at the top of it.

This is part of #2089331-[meta] Replace calls to check_plain() with Drupal\Component\Utility\String::checkPlain()
