Grant heddn the "Git administrator" user role

heddn has been incredibly active in reviewing project applications as you can see on his review collection page: https://groups.drupal.org/node/421748

He has a good understanding of the project application review process and also contributed there with a review template: https://groups.drupal.org/node/425278

He also has experience in core mentoring and seems a good fit for dealing with new contributors. His Drupal skills are evident and he is able to give applicants good advice on their projects. So the next logical step is to include him in the git administrator role, so that he can perform the task of promoting people to git vetted users.
