Returned method should only expect FALSE

Card on file is dependent on the payment methods to return an array that contains the COMMERCE_PAYMENT_STATUS_SUCCESS or COMMERCE_PAYMENT_STATUS_PENDING variables. The array is not being searched properly, and should probably only depend on whether the method if FALSE or not.
