If user uid = 1 (the site administrator) tries to submit a form when webform_submission_access_control is enabled and none of the user's roles are listed, webform handles this inconsistently. It calls it's theme function (theme_webform_view_messages), but the test for the error within that routine doesn't actually generate a message. The form does not submit, but no error is displayed.

To fix this, the site administrator will be considered authorized to submit any form in webform_client_form_validate so that the test matches the corresponding test to display the message in the theme function.
