The 1.0-rc1 version of 'responsive_bartik' was recently release:

Looks like all bug fixes, but we should look around and make sure everything looks right after the update.

Did some testing and looked at the diff for the new version. Looks like some good bug fixes! For example, I've been bit by this bug in pretty much every Panopoly demo I've ever done and had to quickly brush past it: #2259797: Update 'responsive_bartik' theme to 1.0-rc1

Also, fixes a bug that was original reported in the Panopoly queue: #2193559: Minor CSS issue with local task tabs in Responsive Bartik

I couldn't find any regressions, so committing!
