The 2.4 version of menu_block was recently release:

Looks like mostly bug fixes, however, there's one change that might affect how panopoly_widgets uses menu blocks:

#810362: Make Menu Block require 'administer menus' permission

We'll need to test that menu widgets still work as we expect, for the roles we think should be able to use them.

That's a good question! I guess the same roles as can use it now, but unfortunately, I don't know which those are. Some testing will be necessary. :-)

I did some quick testing - it looks like only the "Editor" and "Administrator" roles had permission to use this block. After upgrading to 2.4, they still had permission to use it. Otherwise, I did some quick messing around with settings and everything seemed to be working - commited!
