Magic Development is the development side of the Magic module. With it, you can do things like rebuild theme registry on reload, display a viewport width indicator, and enable LiveReload integration. You'd probably never want any of these on a live site so I propose 'magic_dev' should be added to the list of developer modules that are disabled through the "Disable developer modules" feature.

The 'disable development modules' functionality has been removed as of #2392519: Remove 'Disable Development modules'.
