Allow sending mails to select signup statuses

I realize this requires a bit of teamwork with the signup_status module...right now you can only send a 'signup broadcast' email to all registrants....it'd be nice to be able to select which signup_statuses (using a multi--select drop-down menu) to choose which registrants to send a message to.
