I've used this module on 4.5, but under 4.6 I can't even find where to add a block. It definetly doesn't exist under "block" anymore.

The blocks are in the settings->blocks screen and are called "Context for" followed by the vocabulary name (eg for a vocabulary Services the block will be "Context for Services".

Probably needs documenting, but there's no bug here.
