Noticed some additional undefined errors and mostly importantly, if a translation isn't published it still changes path to it which results in the 403 page being served instead

Patch is being used on a project with multiple testers/developers and has not presented any problems yet and has fixed the issue.

The above patch generates a lot of noise in watchdog. Hence removed the watchdog() function and replaced it with hook_requirements() instead.
