Creating a new text format, select of CKEditor is not permitted until save the configuration.

Selecting CKEditor, no button is displayed to configure it, and saving it, the message "You must configure the selected text editor. " is displayed.

Once the configuration has been saved with the option "none", it's possible to change "none" to "CKEditor".

Anyone stumbling upon this, might need to check if the bartik theme is installed. Or you might check the db logs also for the exact error.
