Noticing the inconsistently with the tracker pager quantity, I tried to find other inconsistencies in core related to this and the Views module appears to be the only other one that differs from 9 items.

I think 9 was chosen as this balances out the left and right items off the current active item.

Anyway, this only appears to be mentioned in the theme defaults, and probably overridden by the Drupal\views\Plugin\views\pager\Full plugin defaults although I am not 100% certain on this.

Right drupal_common_theme() uses a quantity of 9 as well.
