The css/README.txt file says...

First off, if you find you don't like this organization of stylesheets, you are
free to change it; simply edit the @import declarations in your sub-theme's
styles.css file.

But there are no @import declarations in style.css. These declarations are in style.scss. I'm not entirely sure if fixing this sentence is just a matter of changing the extension from css to scss in this sentence, or if there is something else I'm not understanding.

If you had only used css, then the styles.css does have only @import declarations of the other css files. If you had ever compiled the sass, then your styles.css has all the compiled css from the scss files (imported in styles.scss).
