In commerce_payment.api.php, CALLBACK_commerce_payment_method_redirect_form_back($form, &$form_state, $order, $payment_method) has the wrong arguments. Only $order and $payment_method are actually passed (as called by commerce_payment_redirect_pane_checkout_form).
