This is a duplicate of the D7 bug, but for D6. In addition to the regression, there was also a copy/paste error that looks to be from back-porting code from D7 version to D6 version.

This should be mentioned in the release notes, as current behavior is changed by this fix. To masquerade as any user the permission "'masquerade as any user'" needs to be granted.

I am closing this bug report, as Drupal 6 is no longer supported. Please re-open it if the issue is still relevant for the Drupal 7 or 8 version of the module.
