drupal_anonymous_user() has been replaced by the AnonymousUserSession class.
Drupal 7:
$anonymous_user = drupal_anonymous_user();
Drupal 8:
use Drupal\Core\Session\AnonymousUserSession;
...
$anonymous_user = new AnonymousUserSession();
