Remove implementation of hook_ctools_plugin_api()

Picture currently implements hook_ctools_plugin_api() in order to notify ctools that it will provide an implementation of the file_default_displays hook provided by the File Entity module. However, Picture doesn't implement hook_file_default_displays() so there is no reason to implement hook_ctools_plugin_api().
