Fieldset #prefix and #suffix duplicated

Hi,

I used bootstrap sub theme as my admin theme. when I create new Feature (drupal.org/project/features), my site is freeze and broken layout. The cause is bootstrap render duplicated fieldset's ID.

I removed prefix, suffix in bootstrap-panel.tpl.php to fix my problem but not sure it is right way.
