As discussed on IRC, it would be nice to put mini panels into categories like views panes so that they can all be lumped together in a package.

Tested, fixed typo in form_error(), works, RTBC.

I have removed the code clean-up changes from the last patch to keep this one focused and in favor of a general clean-up, as proposed in http://drupal.org/node/281934#comment-919519
