Extension list should not be shown when all extensions are allowed

Underneath the "Attach new file" form field is the text "Allowed extensions:" normally followed by a list of extensions. If the admin allows all extensions (by leaving the extension field empty), then the "Allowed extensions:" is followed by nothing. In this case the "Allowed extensions:" text shouldn't show up at all.
