Is there a reason for the redundant Site Tours administration pages ?
/admin/build/tours
/admin/structure/tours

IMHO only the second one should be kept (under Structure => Site Tours) as the Add site tour is missing from the first one.

Removing the menu definition lines from bootstrap_tour.module is harmless from my experience (see attached patch)
