Is there a way for users' account not to be created in Drupal, so only users with existing Drupal accounts could login (or an admin would have to make their account)?
This would allow individual admins of a Drupal installation (who do not have control over the LDAP server) to limit users who could have accounts and log in.
Thanks.

fgc commentedLook at the ldap_user_filter function in ldapauth.conf.php, you can limit access there based pretty much on whatever you want.
