The contrast in the first patch did not pass the WCAG AAA for normal text size.
The new patch has a darker color that fixes this issue (see attached screenshot and patch).

Our goal with Drupal is WCAG AA. Thanks for the new patch & screenshot! It is appreciated.

If we've got a great design that passes AAA, great. However, that's really up to the UI folks.

The only problem I have with this patch is the breadcrumbs no longer look like links, all links use “Drupal Blue”. #1490402: Redesign tabs and the content header moves breadcrumbs out of the content header which could fix this issue.

It makes sense to postpone this until that patch is committed, then we can assess if there is still a problem to fix.
