I think class reference not there from where its instantiated.

I have added this into the info file and it fixed the issue.

I can confirm this is still an issue in the current development version of the module. Solution mentioned above fixes the issue. The exact reason for getting this issue is unknown to me. My site was working fine and somehow after a cache clear i was getting a WSOD.

It seems you can reproduce this issue when you perform a registry rebuild on the current dev branch.

This isn't right... the plugin classes shouldn't need to be loaded via the info file. I believe there is a related ctools issue around this. Marking postponed until I find the underlying ctools problem.

FWIW, this does seem related to Ctools as @japerry suggests. I received the WSOD after updating Panels from 7.x-3.5 to 7.x-3.9 and Ctools 7.x-1.9 to 7.x-1.12. Uncertain of exact reason or issue. The lines @ivanjaros provided and patch @ericmulder1980 provided resolve the issue.
