Convert our message type to use field_oa_comment_ref

Once this patch gets committed: #2115919: Add 'oa_comment' message type for comments (will be used by oa_mailhandler)

We should switch to using field_oa_comment_ref in our message type (rather than field_oa_worktracker_comment_ref).
