Coming from #1400884: Custom menu items in pane dropdown links, I'm adding this patch to the proper issue queue.

It will add edit links for custom content panes when using the pane dropdowns cogs in the Panels Standard Editor.

This patch is dependent on the Panels patch that is RBTC at https://drupal.org/node/1400884#comment-7233064
