How can I set restriction of the volume of uploaded files?
Settings of page File uploads (admin/settings/uploads) is not working.

Yeah, not working, and this is a known issue. It has already been reported (even on the first page of issues still, and marked as "critical") so I close this issue as duplicate of #150393.
