What does "Not saved due to missing form values" means ? [#2081601]

Could you provide

the exact string you are trying to translate
the language in which you are trying to translate
if possible, the module containing the string and its version number

Ok, sorry for the lacks of details.
I want to localize some menu items.

I have the menu item set to neutral language and the menu set to " Translate and Localize. Menu items with language will allow translations. Menu items without language will be localized. "

For example, I want to translate the word "Issues" to "Temas" in spanish. I find the string in the translation strings at admin/config/regional/translate/translate and translate all the "Issues" strings.

When browsing is spanish the l10_client UI is present and show me an "Issues" string not localized. If I localize it and save I have the "Not saved due to missing form values".

* i18n (7.x-1.10)
* l10n_client (7.x-1.3)

I am also encountering the same problem.
I have a multi-language site in English and Hebrew, and some of the strings aren't translated to hebrew.
However, when I try to translate the string using the localization client, I am taken to the url "/i18n_string/save" and get the "Not saved due to missing form values" error.

I use also use l10n_client (7.x-1.3) and i18n (7.x-1.10).

This problem appears for me when trying to use l10n_client as an anonymous user. Anonymous users do not have a form_token so we need a special check for them in l10n_client_save_string().
