Admittedly this is a minor issue, but the 7.x-1.0-beta1 version of this theme doesn't work well with Admin Menu (the toolbar doesn't show up). Try this to reproduce the problem:
1) Install the Beach theme.
2) Install the Admin Menu module (enable "Administration menu" & "Administration menu Toolbar style").
3) Disable the "Toolbar" module from core.
4) Clear cache, go to the home page & refresh page and you'll notice that the familiar toolbar is no longer there. But if you manually go to the /admin page, the toolbar magically reappears.
5) If you enable "Toolbar" from core again, you'll realize that that toolbar works just fine.
6) If you install the 7.x-1.0-alpha1 version of Beach, you'll notice that both toolbar work just fine, providing further proof that there's something in the beta version that conflicts with Admin Menu.

So is this file necessary for the theme to work? I'm asking because (almost) everything seems to work fine even after deleting it.

I actually had this figured out just a few days ago myself while trying to configure Disqus & Sharebar, and got the aha moment when I read something about JavaScript (https://www.drupal.org/node/1159690, #7) and started comparing the html.tpl.php file with those from other themes. My website has never looked better in my entire life. Thanks again.
