'Move JS to the footer' does not work [#2075673]

When I select 'Move JS to the footer', clear cache, restart server, the js is not moved to the footer region.

Can I get more details on how to reproduce the bug? What theme are you using, anything else that might affect JavaScript?

Following patch has been committed. That theme uses the page_bottom region but does not list it. I've removed this check and found and fixed a couple of other bugs as well (this is now fixed #2076523: failed to open stream: No such file or directory in advagg_missing_send_saved_file() (line 116 of advagg/advagg.missing.inc).
