We currently have an empty ckeditor.admin.inc file in our repository. This file is supposed to hold admin pages and theming, but because we were trying to maintain consistency with the D8 version, it was not utilized. Since the 8.x branch is no longer needed, we should move settings to the location that makes sense now rather than trying to be consistent.
