I'm seeing the homepage?

Hi there,

I got IMCE installed but for some reason when I click browse server I get a box that opens and the URL shows

http://domain.com/imce?app=ckeditor%7Csendto%40ckeditor_imceSendTo%7C&CK...

Then I see the homepage as I normally would if I were just browsing the site. I tried using themekey to change the theme to garland but again it just shows the homepage in the garland theme. I didn't originally develop this site just trying to add IMCE to CKeditor

Using drupal 7
