This change has been reverted in #2089375: Remove payment method plugin payment operations. In order to achieve this, implement hook_entity_operation().

Payment methods can now declare additional payment operations, such as refund or cancel. Operations are declared in payment method plugin annotations and checked for access and executed through PaymentProcessingInterface.
