Move Basic payment method features to \Drupal\payment\Plugin\payment\method\Base and \Drupal\payment\Plugin\payment\method\Basic. We no longer need the extra storage that is required by custom payment method plugins, as everything is stored as config, and the possibility to add custom text to any payment method (which should be provided by Base). The only thing that will stay in Basic is the payment status setting.

This issue depends on #2031739: Config schema and tests for payment method storage and #2032091: Rename \Drupal\payment\Plugin\payment\PaymentMethod to \Drupal\payment\Plugin\payment\method.

All payment methods that extend from \Drupal\payment\Plugin\payment\Base now have a formatted payer-facing message. The Basic payment method has been moved into Payment and its unique feature is the final payment status which works the same as it did in 7.x-1.x.
