Tag webform_get_submissions() queries

Over in #1068294: Allow additional filters to be passed to the submission results page, it was suggested that we tag the queries in webform_get_submissions() to make the easily alterable. This patch adds two additional tags for filtering down the SID list and then the bulk data query.
